MBM Law Welcomes 2026 With New Attorney
MBM Law is pleased to announce that Matthew M. Markulin has joined the firm as an Associate, further strengthening our growing Education Law and Municipal Law teams and expanding the services we provide to school districts, municipalities, and public entities across Pennsylvania. His addition reflects the firm’s continued commitment to attracting talented attorneys whose skills align with the complex needs of public-sector clients and the community they serve.
Matthew will counsel school districts, municipalities, and public entities on a wide range of legal and government matters, including Right-to-Know Law, the Sunshine Act, and emerging issues related to artificial intelligence. He will draw upon his strong background in judicial processes, legal research, and courtroom procedure to provide practical, well-informed guidance that helps public entities anticipate issues and make informed decisions.

Prior to joining MBM Law, Matthew served as a Judicial Law Clerk to the Honorable Valarie S. Costanzo, President Judge of the Washington County Court of Common Please. That role has equipped Matthew with a comprehensive understanding of Pennsylvania’s trial courts and local government that will greatly aid him in his representation of public clients.
Matthew is licensed to practice in Pennsylvania and earned his J.D. from the University of Pittsburgh School of Law. He graduated magna cum laude from Robert Morris University with a Bachelor of Arts in Political Science.
