Matthew M. Markulin is an Associate at MBM Law focusing his practice on Education Law and Municipal Law. He draws upon his strong background in judicial processes, legal research, and courtroom procedure to provide practical, well-informed counsel to school districts, municipalities, and public entities.

Prior to joining MBM Law, Matthew served as a Judicial Law Clerk to the Honorable Valarie S. Costanzo, President Judge of the Washington County Court of Common Pleas. In that capacity, he supported the court’s operations across criminal, family, and dependency divisions, drafted judicial opinions, and conducted extensive legal research on complex procedural and statutory issues. This experience provided Matthew with a comprehensive understanding of Pennsylvania’s trial courts and the inner workings of local government—skills that uniquely inform his representation of public clients in education and municipal matters.

While in law school, Matthew gained hands-on experience in advocacy and client service through his work with the University of Pittsburgh School of Law’s Family Law Clinic. There, he represented clients in custody proceedings and prepared pleadings under attorney supervision—developing communication skills and attention to detail that benefit his current practice.

Licensed to practice in Pennsylvania in 2022, Matthew earned his Juris Doctor from the University of Pittsburgh School of Law, where he was a Teaching Assistant for Civil Procedure and achieved a top grade in Legal Writing. He graduated magna cum laude from Robert Morris University with a Bachelor of Arts in Political Science, earning recognition as a Distinguished Student in Political Science.
