Municipalities and school districts confront diverse challenges - serving the public, while effectively managing administrative and governmental functions. The School & Municipal Law Team serves Pennsylvania school districts and municipalities in all facets of legal concerns. We represent school districts, townships, boroughs, and municipal authorities in western Pennsylvania, either as solicitor or special counsel. With an interest in assisting our clients to avoid legal problems and costly litigation, we offer training to our school district clients to keep them up-to-date on the latest legal decisions affecting school district management. For our municipal clients, we provide counsel on issues ranging from labor concerns to sewer service management and construction projects. We also provide counsel to Catholic dioceses and their affiliated private schools.
School District Representation
School districts work in concert with students, parents and the community to educate and nurture children in a safe and constructive environment. Helping school districts to manage this responsibility requires regular guidance to district administrators and staff members in such matters as student discipline, civil rights, discrimination, sexual harassment and special education. In addition, we assist school districts with personnel issues including teacher tenure, collective bargaining, discipline and dismissal, and contract administration. Moreover, we represent school districts in real estate tax and eaned income tax collection matters as well as assessment appeals. To aid districts in their growth, we guide them in procuring goods and services through the public bidding process.
Municipal Representation
With nearly 30 years of counseling municipalities and municipal authorities, Maiello, Brungo & Maiello offers a broad range of services in the public sector, such as zoning and land use, environmental compliance, construction contracts, claims and litigation, and sewer service administration. As special labor counsel, we advise municipalities in labor relations and contract negotiations with police, fire, and other municipal employees. We understand the intricacies of Act 111 Interest Arbitration, as well as grievance arbitration, discrimination and harassment claims, and unemployment compensation issues. Likewise, we have worked with communities and their non-union employees.
Our knowledge of public financing has helped our public sector clients in obtaining finances for construction and other capital improvements through bond issues.
As public sector attorneys, we perform productively for our clients, while at the same time understand the concerns of the community within which the school district or municipality serves.
